Yes, just more about who she was, rather than what Ivan wanted from her. And yes about ImpSec too - it's ImpSec, a monumental sign of the power of the Barrayaran state, that is literally collapsing, and all that happens is that people shrug and make clever remarks about it.
Deira wasn't massively insightful or anything, and actually it doesn't really come up that much, but she'd clearly thought about it properly, and it's a cohesive character that EBD might well have written.
