Hargeisa is the first place I've been to where I've had to cover my hair outside. It's not very strict, so we can walk around with fringes etc on display, but you do have to have the headscarf. The other day when I got to the guesthouse I pushed back my scarf in the interval between knocking on the gate and waiting for it to be opened and the guard TOLD on me! Though he followed it up with "but she has hair like man so no problem". HMMM.
