I'm interpreting the message as: "Do not eat these on the quiet coach if you are a noisy eater." I expect the QR code to change your seat allocation to the coaches where you can use your crisp-eating noise to drown out the tinny leakage of music from everyone else's electronic devices. Because that is how technology should work.
